When To Expect Your Golden State Stimulus Payment

According to the FTB, these are the time periods in which you should expect to receive your Golden State Stimulus payment, depending on when you filed your tax return:

1. If you filed taxes between 1 Jan and 1 Mar

If you filed your taxes between 1 January and 1 March, your stimulus check will arrive after 15 April: within two weeks of that date for direct-deposit recipients and within four to six weeks for paper check recipients.

2. If you filed taxes between 2 Mar and 23 Apr

If you filed your tax return between 2 March and 23 April, your stimulus check will arrive after 1 May: within two weeks of that date for direct-deposit recipients and within four to six weeks for paper check recipients.

3. If you file taxes after 23 Apr

If you file after 23 April, direct-deposit recipients will get their check within 45 days of their return being processed and paper-check recipients will be paid theirs within 60 days of their return being processed.

According to a report, there are actually *two* different Golden State Stimulus payments. So it’s important to know what to do.

Earlier this year, California Gov. Gavin Newsom signed into law something called the Golden State Stimulus. Costing about $12 billion, the stimulus measure was paid for from the states budget surplus, as the state has received dramatically more revenue than expected this year.

How can Californians know if they qualified for the stimulus?

According to Forbes, it works like this:

California will send 5.7 million payments total, with two out of every three Californians being eligible. Eligible taxpayers in the state will receive one-time payments of $600. Qualifying individuals with ITINs usually immigrants and undocumented workerswill receive an additional $600, and taxpayers with dependents will receive an additional $500.

That criteria means that undocumented immigrants who have ITINs will be eligible for the payments, after not being eligible for the federal governments multiple stimulus packages earlier this year.

According to the report, there are actually two different Golden State Stimulus payments.

Newsom, Californias Democratic governor, is currently facing a recall effort, with the recall election scheduled to take place September 14.

The election statistics website FiveThirtyEight reported this week that Newsom has reason to worry in the election.

Taxpayers earning up to $75,000 in adjusted gross income will qualify for a California stimulus check if lawmakers approve Newsoms plan. In cases where two taxpayers file jointly, the threshold is $75,000 for their combined incomes. The governor says that covers 78% of California taxpayers and will benefit two in three Californians.

Its the right thing to do, Newsom said. When the federal government was not able to provide those supports, the state of California will step in to do what we can.

Lawmakers have until June 15 to pass a finalized budget. If Newsoms expansion is approved, the administration hopes payments could go out within a matter of weeks.

Who Gets A California Stimulus Check

California will send 8.5 million payments total, with two out of every three Californians being eligible.

There are two types of Golden Gate Stimulus checks: GSS I and GSS II. Here are the eligibility requirements for both:

GSS I:

  • Individuals who receive the California Earned Income Tax , which applies to working individuals with one or more dependents making at least $30,000 per year
  • OR individuals make less than $75,000 per year and file taxes with an ITIN.
  • Qualifying individuals must have lived in California for more than half of the 2020 tax year, be a California resident when the stimulus check is issued and cannot be claimed as a dependent on another persons taxes

Do I Qualify for the Golden State Stimulus I?

You may qualify for the Golden State Stimulus I if you are a California resident, not claimed as a dependent, and either of the following apply:

  • Claim the CalEITC on your 2020 California tax return be October 15, 2021 to receive $600 or

  • File your 2020 tax return with an Individual Tax Identification Number and up to $75,000 to receive $1,200.

Do I Qualify for the Golden State Stimulus II?

You may qualify for the Golden State Stimulus II if you are a California resident, not claimed as a dependent, and all of the following apply:

  • File your 2020 California tax return by October 15, 2021 and

  • Have a California Adjusted Gross Income of $1 to $75,000 for the 2020 tax year

The Golden State Stimulus II provides $600 to taxpayers that did not qualify for GSS I and an

additional $500 $1,000 if there is a child dependent and reported up to $75,000 for the 2020 tax year.

Second Golden State Stimulus Requirements

1. You must have filed your 2020 state income tax return by October 15, 2021, and have a California AGI of a maximum of $75,000. You can see your California AGI on Line 17 of Form 540. If you filed Form 540 EZ, refer to Line 16. Since your AGI cant exceed $75,000 to receive the second stimulus, your wages or the income earned cannot exceed the same figure.

2. You must be a California resident meaning that you must have lived in the State of California for more than half of the tax year. You also must be a California resident at the time of the payment issued. What this means is that if you were out of the state for more than three months during the tax year, you wont get the second stimulus.

3. You must not be claimed as a dependent by another taxpayer. If youre under the age of 18, you arent qualified for the stimulus checks.

Received A Payment In Error

If you received the Golden State Stimulus payment and believe this is an error, please review the eligibility qualifications above to verify this is an erroneous payment. Once verified, follow the instructions that correspond to the payment received:

    For millions of people in California who are eligible to receive the $600 Golden State Stimulus, the big question has been when will it actually arrive.

    ABC10s Dollars and Sense team has heard from a lot of viewers, who have been waiting nearly two months now, and wondering when they can expect their money. The good news is that payments are starting to go out for some people, but for others, it could still be another six weeks or longer.

    Gov. Gavin Newsom signed the Golden State Stimulus plan into law on Feb. 23. It included $600 payments to eligible people, including:

    • CalEITC recipient

    The eligibility for each of the groups and the timing of payments is varied.

    To Qualify For The Golden State Stimulus:

    • You earned less than $30,000 in 2020.

    Why California Has So Much Money

    That brings us to today. Millions of Californians have lost work during the pandemic the states unemployment rate is tied for highest in the nation and a third of households here do not earn enough to meet the true cost of living in this pricey state.

    But our state government has been raking in the cash. California has a record $76 billion budget surplus for the current fiscal year, and is projecting $31 billion in excess revenues for the fiscal year that begins in July.

    Nationwide, lower-income adults have been hit especially hard by the Covid-19 economic crunch, while wealthier Americans have been left largely unscathed. That trend holds in California, where we also tax our wealthy at very high rates.

    What makes the situation unique in California is that we have this inordinate wealth and income inequality, said Chris Hoene, executive director of the California Budget and Policy Center. And then we have a tax structure designed to actually produce revenue from that.

    In late 2020, Gov. Gavin Newsom was planning for the fiscal year that would begin in July 2021. Projections showed that the state could soar past the Gann limit by billions of dollars.

    Under state law, the governor wasnt required to act on the limit for another two years. But Newsom was facing the prospect of a recall election in the fall.

    Who Is Entitled To Receive This Money

    There are a number of factors that enable you to qualify for the second Golden Gate Stimulus.

    The second check has broader coverage than the first, some who did not qualify for the first can qualify for the second.

    To qualify for this payment, you must have:

    • Had a California Adjusted Gross Income of $1 to $75,000 for the tax year of 2020. For this information refer to:
