Deadline to apply for Golden State Stimulus coming soon

Heres what you should know about the Golden State Stimulus II program:

First, to be eligible, you must have filed your 2020 taxes.

Lastly, you cannot be claimed as a dependent by someone else.

Am I Eligible For Golden State Stimulus Ii

First up, the Second Golden State Stimulus is different to the first Golden State Stimulus, which went out earlier this year. Think of the second stimulus here as an expansion of one stimulus programme rather than rounds of stimulus, as we saw with the Federal stimulus program .

The first round of Golden State Stimulus went to those earning under $30,000, the second payment goes to those earning up to $75,000, with those who got a first payment ineligible for the second, unless they meet certain requirements.

Those taxpayers who received the first Golden State Stimulus check AND claim a dependent are eligible for a further $500 payment.

Note that for Golden State Stimulus II you need to have been a California resident for more than half of the 2020 tax year and must still be a California resident on the date the payment is issued. You also need to file your 2020 taxes by October 15, and obviously you cant be claimed as a dependent by another taxpayer.

Stimulus Check Update: Eligibility For These Payments

Californians who get Social Security payments are eligible for a stimulus check of up to $1,100, which includes $600 for themselves and $500 for a qualifying dependent, provided that they meet all qualifications and they reported other sources of income with an AGI between $1 and up to $75,000 on their 2020 tax return. The state notes that in calculating a persons AGI, Social Security is not included.

The California Franchise Tax Board on its website has a hypothetical instance in which a Social Security beneficiary would qualify for a Golden State Stimulus II payment.

Under this scenario, someone with a savings account gets $2,700 a month in Social Security. That person reports $32,400 in Social Security income and taxable interest of $12.37 from the bank account on their 2020 tax return. That interest is counted toward the California AGI, therefore making the individual eligible for the payment.

If Social Security is the persons only form of income, he or she will not qualify for a Golden State Stimulus II payment, even if they meet every other eligibility requirement.

If you think that you qualify but have not received a Golden State Stimulus II payment, the state expects to issue the stimulus checks through the beginning of next year.

The Golden State Stimulus I

Why many low-income people in California will not qualify for the Golden State Stimulus?

Gov. Newsom signed a legislative relief package on Feb. 23, 2021, that authorized the Golden State Stimulus I to aid the households in California that had faced a disproportionate economic burden due to the COVID-19 pandemic, including those with incomes below $30,000, as well as those who did not receive federal stimulus relief.

The program provided $600 in one-time payments to the households that received the California Earned Income Tax Credit for 2020. The GSS also provided $600 one-time payments to the taxpayers who failed to receive federal reliefs by filing with ITINs. The Golden State Stimulus I stimulus checks are available to the residents with ITINs and earnings below $75,000 and ITIN taxpayers with earnings below $30,000. They also qualify for the California Earned Income Tax Credit and would receive a total of $1,200. The payments will be distributed to the residents right after they file their 2020 taxes. This payment is not similar to the Golden State Stimulus II.

If you qualify, all you have to do to receive the Golden State Stimulus I payment is to file your 2020 California State tax return!

Do I Qualify For A $600 Or $1100 Payment

The Golden State Stimulus II payments are different from the Golden State Stimulus I payments that went out earlier this year. GSS I payments — a one-time check of either $600 or $1,200 — went out to those who typically earned less than $30,000 and received the state’s Earned Income Tax Credit, or CalEITC, or those who filed their taxes with an Individual Tax Identification Number, or ITIN.

GSS II has been expanded so that more Californians qualify. You’re eligible for a $600 payment if you’ve been a California resident for more than half of the 2020 tax year . You need to also meet the following requirements:

  • Your California Adjusted Gross Income, or CA AGI, was $75,000 or less for the 2020 tax year.
  • You cannot be claimed as a dependent by another taxpayer.

If you don’t qualify for GSS II, see if you might be eligible for GSS I. Californians who received the earlier GSS I payment could be eligible for a GSS II check for $500 or $1,000 only if they claimed a qualifying child or relative as a dependent on their 2020 tax return.

Besides those who already received GSS I and have no dependents, there are others who are excluded from GSS II payments. Californians whose income is exclusively from other benefits, like Social Security, CalWorks, unemployment or state disability, do not qualify. The only exceptions are orders in connection with child support, spousal support, family support, or criminal restitution payable to victims.

From 2019 to 2020, the poverty rate in California fell from 16.2 percent to 12.3 percent.

Experts have attributed much of this decrease to federal pandemic-relatedaid like stimulus checks and enhanced unemployment insurance.

In the coming weeks as the state wraps up the distribution of its own stimulus checks. Early next year, researchers will be able to evaluate whether measures to help low-income residents had the same poverty alleviation effects as those passed by the federal government last year.

How Is California Paying For The Plan

California passes Golden State stimulus bill

The money for the new round of tax rebates and other provisions will come from a massive budget surplus which is thanks to the taxes paid by rich Californians who generally did well during the pandemic. The state had been predicting a budget shortfall of more than $50 billion, but the state found itself over $75 billion in the black.

Newsom is expected to present his proposal to the state legislature on Friday. State lawmakers will then begin negotiations on the newly revised state budget with deadline of 15 June to pass it.

How To Determine The Size Of Your Third Stimulus Check

To determine how much money you may get, start with the base amount of $1,400 if youre single or $2,800 if youre joint filers. Then add on $1,400 for any dependents.

Your credit may be reduced depending on your AGI. The amount is reduced if your AGI is more than $150,000 if youre married filing jointly, more than $112,500 if youre head of household, and more than $75,000 if youre a single filer. Youll receive no credit if your AGI exceeds $160,000, $120,000 or $80,000, respectively.

The IRS will also decrease your payout by the amount of your third stimulus check and any plus-up payments you got. Cant remember the size? Check your mailbox. The government sent out Notice 1444-C and Letter 6475 with information about the total amount of your third stimulus check.

If you received a joint payment with a spouse, you each got your own letter showing half the total amount. If you cant find the letter, you can visit your online IRS account and find details about your stimulus checks under the under the Tax Records section.

Remember: You have to put the right amount on your tax form if you want to get that extra money, especially given the recent turmoil at the IRS.

If you dont put any at all that you received or you put the incorrect amount, its going to hold up processing of your return Greene-Lewis says.
