How We Got Here
To begin, a brief history: Californians revolted against taxes in the late 1970s.
Voters passed Proposition 13, a landmark measure that limited property tax increases, in 1978. The next year, Paul Gann, one of the propositions co-sponsors, suggested another tax break.
Gann proposed implementing a cap on state spending: If Californias expenditures neared a certain threshold , the state would have to return funds to taxpayers in the form of a rebate.
Voters in 1979 overwhelmingly approved the measure, known as the Gann limit, and later amended the law to allow some of the excess revenue to also go toward funding education.

Where Are My California Stimulus Checks
Have you been wondering about the same question, where did all the stimulus checks go?We have an answer for you here.
The Golden State Stimulus II checks are going out to the residents of California, which is valued at around half a billion dollars. Some of the families are also receiving a holiday bonus as a part of the newest stimulus checks.
Around 9,000 payments are being made which are worth $6.1 billion and were issued on December 10. This was stated exclusively by the California Franchise Tax Board.
As part of the latest round, about 794,000 checks worth another $568 million were being mailed from December 13 through December 31.
This last year has been about helping our most vulnerable Californians, Controller Betty Yee said.
This last batch of stimulus payments will benefit people in the Sacramento area because the checks are sent out by ZIP code, she added. What this has meant is my team working around-the-clock days, evenings, weekends to be sure that this work doesnt stop.
The California state has either announced or issued around 8.1 million GSS II stimulus checks worth $5.8 billion in total, as reported by the Franchise Tax Board.
The bulk of the payments have been issued by now and the spokesperson Andrew LePage stated that he expects there will be 8.5 million total payments for the program when all is said and done.
Are You Eligible For The Stimulus Check
The 2nd Golden State Stimulus check is quite different from the first edition. The second one is an expansion of 1 stimulus check and not a round of stimulus payments. Quite similar to the Federal stimulus program.
The first round of Golden State Stimulus went to those earning under $30,000, the second payment goes to those earning up to $75,000, with those who got a first payment ineligible for the second, unless they meet certain requirements.
The taxpayers who got their first stimulus checks and claimed a dependent have qualified for another $500 payment.
You need to be a resident of the state for more than half of 2020 and must be the same when the payment is to be received. You also need to fill in your 2020 tax returns by October 15. In order to qualify, you also cannot be claimed as a dependent by someone else.
The standard Golden State Stimulus Check II is a payment of $600.
If you qualified for the first payment and claimed credit for 1 or more dependants the amount will be $500. If you didnt qualify for the first payment and claimed credit for 1 or more dependants the payment will be $1,100.
If you have an ITIN then your payment can be $1,000 if you qualified for the 1st payment and claimed credit for dependents.

Stimulus Checks Are Coming To California Residents
California lawmakers authorized a total of $12 billion in Golden State Stimulus Payments to be issued in two different programs.
The original Golden State Stimulus payment was intended for low-income residents. But the relief effort was expanded in July and now most residents of the state with incomes under $75,000 will be receiving payments. In fact, around 2 out of every 3 state residents should have already received stimulus funds or will be getting them in the future.
The expanded payments available to higher earners, called the Golden State Stimulus II checks, are valued at up to $600 per eligible adult and $500 per eligible dependent, with a maximum payment of $1,100. At the end of October, the California Franchise Tax Board released 400,000 of these payments via direct deposit. And another 750,000 checks were scheduled to go out as early as Monday Nov. 1.
If you already received a payment under the original Golden State Stimulus, you will not be getting another one from this batch of payments. But, if thatâs not the case and you otherwise meet the qualifications, you should watch your bank account or check the mail carefully for the money to arrive in the coming days.
If you filed your 2020 return already and you meet the requirements, then the money from the Golden State Stimulus should come via whatever method you used to obtain your tax refund. You can check your past return to see if your payment will likely come via mail or direct deposit.
