The “California Comeback Plan” continues to provide relief aid in the form of stimulus checks to its residents, as part of what Gov Gavin Newsom’s office is calling the “biggest state tax rebate in history”.

The second Golden State Stimulus check mean some two-thirds of California taxpayers are eligible for a $600 payment, with some qualifying families receiving an additional $500.

Amid rising product prices and higher Medicare premiums, seniors and disabled people may experience serious financial difficulties. The Senior Citizens League, an advocacy group , has called for a $1,400 stimulus payment for recipients of social security benefits. There’s also a push for a fourth stimulus check for the broader population.

Earned income is often a limitation to receiving tax benefits either at the state level or federal. Income that comes from unemployment or Social Security are common examples of this. In order to qualify for the second round of Golden State Stimulus checks the California Tax Franchise Board put out a list of income that couldnt count toward the income requirements.

In addition to the before mentioned the following forms of income were excluded:

  • CalWorks and CalFresh benefits
  • Cash Assistance Program for Immigrants
  • State Disability Insurance and VA disability benefits

The exact number of beneficiaries that wont see a Golden State Stimulus isnt known. However, there were over 6.1 million Social Security beneficiaries in California in 2020, including survivors of beneficiaries and children, according to Social Security Administration data.

Some of those who receive monthly benefits payments may have filed a tax return declaring some form on income in 2020 that counted toward California adjusted gross income minimum of $1 needed to receive a Golden State Stimulus check.

The following forms of income were included:

  • Wages and self-employment income
  • Gains on a sale of property

When Will Those Who Receive Ssi Or Other Benefits Get Their Payment

The California Department of Social Services handles a separate program authorized under California’s stimulus legislation called theGolden State Grant . One-time GSG payments of $600 will be provided to SSI/SSP recipients, along with all eligible CalWORKs Assistance Units and the Cash Assistance Program for Immigrants to provide covid-19 pandemic relief.

When Is The Next Batch Coming

A spokesperson for the California Franchise Tax Board said the next batch will be issued on Tuesday, Oct. 5. After that, more batches will be released at unspecified dates.

“The payments will be issued in as many batches as necessary to eligible taxpayers who file their tax year 2020 state tax returns by Oct. 15, 2021,” the spokesperson said in a statement. “The batches will go out every two to three weeks and we hope to issue nearly all of the payments by the end of the year.”

And taxpayers who put in their filing after August 20, should anticipate waiting 45 days for their return to be processed.

According to the FTB, the Golden State Stimulus II payment will be sent to qualifying individuals and families.

You may receive this payment if you make $75,000 or less and file your 2020 tax return, the FTB explains.

Gov Newsom praised the stimulus package in a statement: The Golden State Stimulus is key to lifting up those hit hardest by the pandemic and supporting Californias economic recovery, putting money directly in the hands of folks who will spend it on basic needs and within their local communities.

The first round of Golden State Stimulus offered a $600 payment to taxpayers with a Social Security Number who qualified for CalEITC and $600 payment to qualified ITIN filers making $75,000 or less.

It also offered a $1,200 payment to qualified ITIN filers who also qualified for CalEITC, a Gov Newsom press release explains.

As for the second round of relief money, $600 will be sent to eligible taxpayers with a Social Security Number making $75,000 or less who did not receive a first payment.

Golden Stimulus II will also send out $1,000 payments to qualified ITIN filers making $75,000 or less and have one or more dependents.

There is also additional money available for qualified families with dependents.

How Much Will I Get From Golden State Stimulus Ii

Parents who have a Social Security number and who got money from the first round of Golden State Stimulus will get another $500.

Undocumented parents who have an ITIN number, which means they were left out of federal stimulus programs, get $1,000.

Adults earning between $30,000 and $75,000 will get $600 if they do not have children and $1,100 if they do.

Again, people without kids who received a check from the first Golden State Stimulus program will not receive another check.

    For millions of people in California who are eligible to receive the $600 Golden State Stimulus, the big question has been when will it actually arrive.

    ABC10’s Dollars and Sense team has heard from a lot of viewers, who have been waiting nearly two months now, and wondering when they can expect their money. The good news is that payments are starting to go out for some people, but for others, it could still be another six weeks or longer.

    Gov. Gavin Newsom signed the Golden State Stimulus plan into law on Feb. 23. It included $600 payments to eligible people, including:

    The eligibility for each of the groups and the timing of payments is varied.

    What To Know About $127m In Relief

    We asked the Franchise Tax Board to catch us up on where the program is now. Media liaison Andrew LePage with the FTB offered these answers:

    Question: How many payments went out in December, before Jan. 1, 2022?

    Answer: Between Dec. 13 and Dec. 31 about 794,000 GSS II checks valued at more than $568 million were mailed and about 9,000 direct deposits valued at about $6.1 million were issued Dec. 10.

    The latest round: Between Dec. 27 and Jan. 11, 2022, the state is scheduled to mail about 180,000 GSS II checks. Also, on Dec. 24 the state issued about 1,400 GSS II direct deposits. Combined, the roughly 181,400 GSS II payments in the latest round are valued at about $127 million.

    Q: How many payments are going out in 2022?

    A: The final scheduled round calls for GSS II payments to be mailed between Dec. 27 and Jan. 11. A relatively small number of payments will continue to go out after Jan. 11.

    Q: Total amount of payments made since the GSSII program began?

    A: As of the latest round, the state has issued or announced a total of more than 8.2 million GSS II checks and direct deposits valued at just over $5.9 billion.

    At this point, the vast majority of GSS II payments have been issued or announced.

    Recently weve used a very rough estimate of a total of 8.5 million GSS II payments when all have been issued. The latest trends indicate that the final total could be between 8.3 million and 8.4 million GSS II payments.

    The California Franchise Tax Board will send payments based on a filers 2020 tax return. In order to receive a check, a tax return must be filed, regardless if a person is required or not to submit one. To receive a check, the state tax authority must receive a return by 15 October 2021.

    Californians who havent filed a tax return yet can expect extra wait times before they will receive their payment. The Franchise Tax Board says those who filed after August 20, 2021 and receive their tax refund via direct deposit, should allow up to 45 days for 2020 tax returns to be processed. Tax returns that are processed after the scheduled ZIP code payment will have to wait at least 60 days to receive their Golden State Stimulus check. In both cases some returns may take longer to process delaying payment further.

    To Qualify For The Golden State Stimulus:

    • You earned less than $30,000 in 2020.

    • Not be eligible to be claimed as a dependent on another tax return.

    Do Ssi Recipients Qualify For California Stimulus Check #1

    Yes, there is a $600 payment for those who already receive state benefits through programs like CalWORKs.

    Additionally, recipients of SSI/SSP and Cash Assistance Program for Immigrants are also eligible.

    However, recipients of other disability benefits, including Social Security Disability Insurance, were not eligible.

    Payments for those enrolled in CalWORKs were expected by mid-April, 2021.

    SSI/SSP recipients should have received paper checks in the mail between May 24 and June 21, 2021.

    The check will be mailed to whatever address they had on file in March 2021.

    Theres still some confusion as to whether Social Security recipients will be receiving Golden State Stimulus II payments. It all depends on state guidelines, and only certain Social Security beneficiaries will receive Californias stimulus check.

    California News Times reported that nearly 4.5 million checks have been distributed to Californians, about half of the payments expected to go out under this program. The original program was aimed at low-income California residents, but was expanded in July to cover those who make $75,000 or less a year, according to the California Franchise Tax Board.

    Californians who receive Social Security checks are eligible for Golden State Stimulus II payments up to $1,100 if they meet the requirements and report other sources of income with an adjusted gross income between $1 and up to $75,000 on their 2020 tax return.     The Golden State Grant is part of Californias recent COVID-19 relief bill and provides direct aid to those most impacted by the pandemic. It includes a one-time $600 grant to SSI seniors and people with disabilities, which will help meet the high costs SSI recipients are struggling to pay during COVID. Paper checks are being mailed out to SSI/SSP recipients on a rolling basis starting the week of May 24, 2021.

    Am I Eligible For Golden State Stimulus Ii

    First up, the Second Golden State Stimulus is different to the first Golden State Stimulus, which went out earlier this year. Think of the second stimulus here as an expansion of one stimulus programme rather than rounds of stimulus, as we saw with the Federal stimulus program .

    The first round of Golden State Stimulus went to those earning under $30,000, the second payment goes to those earning up to $75,000, with those who got a first payment ineligible for the second, unless they meet certain requirements.

    Those taxpayers who received the first Golden State Stimulus check AND claim a dependent are eligible for a further $500 payment.

    Note that for Golden State Stimulus II you need to have been a California resident for more than half of the 2020 tax year and must still be a California resident on the date the payment is issued. You also need to file your 2020 taxes by October 15, and obviously you can’t be claimed as a dependent by another taxpayer.

    No state, including this state, has ever rebated more direct dollars back into the pockets of taxpayers, Newsom said Friday while revealing his revised spending plan for the 2021-22 tax year. Ironically, his administration claims the tax rebates help California to meet a decades-old spending limit passed by anti-tax advocates.

    Taxpayers earning up to $75,000 in adjusted gross income will qualify for a California stimulus check if lawmakers approve Newsoms plan.     Its the right thing to do, Newsom said. When the federal government was not able to provide those supports, the state of California will step in to do what we can.

    Lawmakers have until June 15 to pass a finalized budget. If Newsoms expansion is approved, the administration hopes payments could go out within a matter of weeks.
